My suggestion to you,
is to focus on how long you renew your referrals for, rather then how many you can accumulate.
The longer you renew a referral for, the more % Discount you get, which makes how much they cost per day less, and how much you can profit per day, more.
Don't get too far ahead of yourself though or you may face problems.
As mentioned above about renewing, I would try to renew for at least 90 Days to each referral, and keep AutoPay off (90 Day renew gives more of a discount then AutoPay, and you will earn more from your refs with AutoPay off).
So instead of renting 100 new ones with your planned $20, try to rent maybe 50, then focus on your current referrals, try to get them all renewed for 90 days at least. This will give you plenty of time to learn the system, study your referrals, and develop a recycling strategy.
Try not to recycle your referrals too often, even if they haven't clicked for 4 or 5 days, they can still be profitable when returning, especially with long renewal times. I like to wait at least 3-4 weeks before I decide if it would be a good choice to recycle a referral, and anytime after the first 4 weeks, I pay closer attention to the referrals, as some of them begin to drop in activity.
For developing a recycling strategy, I would say another very important management tool for your referrals, is to make use of the Export List, with a Spreadsheet such as Excel or Google Spreadsheet. You can Export your referral's data once a day, and use this data to calculate things such as, how much they clicked in a given day, or in a week, their AVG over X many days, etc. With this export data, it provides a great visual to which referrals would be good to recycle for fresh clicking ones, and which ones are clicking in a good behavior to keep for longer. 1. Choose a time of day that you can click ads and eventually manage your referrals at the same time everyday.
 2. Click all available ads everyday (when you get referrals this is necessary to earn from referral clicks).
3. Utilize all free methods of advertising to gain any direct referrals. Talk it up with your friends and relatives. Put a tagline on your e-mail signature. Post in forums. Use free traffic exchanges.
4. Once your account balance reaches $2. Transfer this money to your rental balance and rent 3 referrals. It is only $0.90 to rent the referrals but you will need the remainder to properly manage the referrals.

Never rent a number of referrals that is greater than 33% of your existing totals as these will become difficult to manage through recycling with your earnings.
10. It will take a while but continue the above listed process until you reach 500 referrals. At this point stop renting and just maintain your referrals. Accumulate the earnings until you can pay for the upgrade to golden.
